Andhra Pradesh is making a bold move to supercharge its startup ecosystem with the launch of the AP Innovation & Startup Policy (4.0) 2024-2029. The ambitious plan aims to create 20,000 new startups in the next five years and foster the growth of 10 unicorns and 20 soonicorns. This initiative reflects the state’s commitment to becoming a major player in India’s burgeoning startup landscape.

A Strategic Push for Startup Growth

Currently, Andhra Pradesh boasts 6,600 startups, with 2,400 registered with the Department for Promotion of Industry and Internal Trade (DPIIT). Recognizing the existing momentum, the new policy aims to address the challenges faced by these startups and capitalize on the opportunities presented by emerging technologies. A key component of this strategy is the establishment of 10 Centers of Excellence (CoEs) across critical sectors like AI and machine learning, blockchain, extended reality (XR), electric vehicles, cybersecurity, and the Internet of Things (IoT). Building on the existing six CoEs, this expansion underscores the state’s commitment to fostering specialized innovation.

Job Creation and Sector-Specific Support

Beyond creating startups, the policy targets the creation of 100,000 jobs within the startup ecosystem over the next five years. To facilitate this, key government departments will allocate INR 10-20 crore annually to collaborate with startups across IT, industries and commerce, agriculture, and transport, among others. This financial commitment demonstrates a robust, cross-sector approach to nurturing startup growth.

Leveraging Existing Strengths and Infrastructure

Andhra Pradesh has a history of supporting entrepreneurial activity, dating back to its 2014 startup and innovation policy. Notably, nearly half of the state’s DPIIT-recognized startups are led by women, highlighting a strong foundation of inclusivity. The state’s diverse startup landscape spans IT, agriculture, healthcare, and education, supported by 46 incubators within nine governmental institutions. Furthermore, the state is actively bolstering its infrastructure to attract semiconductor players. The recent MoU with Indichip Semiconductors and Yitoa Micro Technology (YMTL) to establish a Silicon Carbide (SiC) fab facility in Kurnool is a testament to this effort. Additionally, the partnership with Google for AI adoption and startup acceleration further solidifies Andhra Pradesh’s commitment to technological advancement.

Focusing on Future Growth

The AP Innovation & Startup Policy 4.0 is designed to connect entrepreneurs to domestic and global markets, support grassroots entrepreneurship, promote the adoption of innovative technologies, and leverage the state’s industrial strengths and raw material availability. The establishment of the “Ratan Tata Innovation Hub” (RTIH) with a hub-and-spoke model will provide comprehensive support to startups throughout their evolution.

India’s position as the third-largest startup ecosystem, with over 161,000 startups, underscores the importance of initiatives like Andhra Pradesh’s. With significant investments pouring into sectors like e-commerce, fintech, and enterprise tech, and the rising prominence of AI and semiconductors, Andhra Pradesh’s strategic focus is well-timed to capitalize on these trends. The state’s commitment to creating a fertile ground for innovation is poised to yield significant economic and technological benefits in the years to come.
